RHCNEPA Announces New President & CEO

(Wilkes-Barre, Pa.) – The Board of Directors for Rural Health Corporation of Northeastern Pennsylvania (RHC) announces Mr. Charles A. Leo as the company’s new President & CEO.

A seasoned and successful leader, Mr. Leo comes to RHC following a several-year tenure serving as the CEO/Executive Director of NEPA Quality Health Alliance with Commonwealth Health and Community Health System (CHS), whereby he developed, orchestrated, and lead the region’s largest Clinically Integrated Network (CIN) and Accountable Care Organization (ACO). Under his leadership, the CIN and ACO were formed and developed to include greater than 400 participating physicians and 80,000 lives spanning four counties in Northeast Pennsylvania.

“I joined Rural Health because I believe in its people and the organization’s rich history of providing exceptional and affordable medical care, dental care, and pharmaceutical services to our area’s residents regardless of income level. I see great potential to service more members of our community by expanding patient services and delivering what matters most to them,” said Mr. Leo, a Wilkes-Barre native. “At RHC, I’m surrounded by a compassionate and selfless team whose dedication, skill, and unwavering commitment to our patients is the cornerstone of Rural Health Corporation.”


His accomplishments include driving quality measure performance at the physician level, increasing patient visits through the coordination of various clinical outreach programs, and achieving top KPI (Key Performance Indicators) ratings nationally.

Mr. Leo earned a Bachelor of Science Degree in Health Administration with a minor in Business Management from the University of Scranton, Scranton, Pa. While working at Memorial Sloan Kettering Cancer Center, he matriculated at New York University, New York, NY, where he received his master’s degree.

This announcement comes after a deliberate, exhaustive, and thorough seven-month national search process, explained Mr. Richard Love, Board of Directors Chairperson.

“We assembled a Search Committee that was deeply committed to selecting the right person with a proven track record of success who will build upon our strengths, pursue opportunities for advancement, possess a high energy level, and set standards for excellence in operations and patient care delivery,” said Mr. Love. “We found all that and more in Charles. We have tremendous respect for all he’s accomplished and look forward to an exciting future. Charles’s passion for our mission is palpable.”
